Cybercrime in elections
The hacking of voter databases, tampering of voting machines, denial of service attacks on election day or the theft of data for information operations aimed at influencing the outcome of elections represent cybercrime and should be prosecuted in line with the Budapest Convention. This was one of the messages of Thorbjørn Jagland, Secretary General of the Council of Europe, when opening the 15th Meeting of Electoral Management Bodies in Oslo, Norway.
